Ability to exclude products that are on sale

Need to be able to EXCLUDE a collection from a Volume Discount such as the Sale Collection; or exclude products that have a Compare at Price (i.e. they are on sale). At the moment you can exclude products that have rules from your app, but not from others. Therefore, my products that are already on sale, get the volume discount applied based on the already on sale price.
